Griha Adhar Scheme To Empower Goan Homemakers

The Department of Women and Child Development in Goa has introduced the Griha Aadhar Scheme 2023, which is a significant program. This scheme is designed to alleviate the effects of increasing costs and offer essential assistance to women managing households from the middle, lower-middle, and economically disadvantaged segments of society. By providing monthly financial support, the primary goal of this initiative is to guarantee a respectable quality of life for households throughout Goa.

The goal of the scheme is to help housewives from depressed families cope with high prices. The objectives of the Griha Aadhar Scheme are:

• Addressing inflation by providing financial assistance to eligible recipients.
• Empowering Goa’s housewives and homemakers for a dignified life.
• Supporting female students in pursuing education and career advancement.
• Offering eligible beneficiaries a monthly payment of Rs. 1,500 as financial support.
• Providing opportunities for widows and divorcees to rebuild their lives through the scheme. 

To be eligible for the scheme, a married woman over 18 years old must meet these conditions:

• She should have been living in Goa for the last 15 years.
• The total income of both her and her husband should not be more than Rs. 3,00,000/- per year.

Note 1: This also applies to widows and divorced women. In such cases, their income should not exceed Rs. 3,00,000/- per year.

Note 2: “Gross income” means all the money the beneficiary earns from things like salary, pay, business, or any other source before any deductions are made.

The Griha Aadhar Scheme 2023 does not cover married women and their husbands who have regular employment in the following:

• Government of Goa or its affiliated organizations funded by the State Government.
• Government of India or any other State Government or its affiliated bodies.
• Scheduled Banks (except for Co-operative Banks, with income verification for Co-operative Banks).

Analysis of the Scheme: 

The scheme, already making a significant impact, distributed 11,500 newly sanctioned orders in today’s distribution, with 6,000 orders going to the North Goa district alone. This has brought the total number of women beneficiaries to an impressive 1.5 lakh.

Over 310 crores have been distributed through various schemes this month, positioning Goa as a leader in supporting its people. Additionally, under Swayampurna Goa 2.0, women will receive free-of-cost training in packaging food items, selling, and other related activities at their respective panchayats.

In Goa’s State budget, total allocation to Women & Child Development has been increased by 16.02% and stands at Rs. 503.95 crore. Rs 230.60 crore for Griha  Aadhar and Rs 85.87 crore for Ladli Laxmi, Rs 6.13 crore for Mamata Yojana providing Rs 10,000 assistance for the mother of a girl child.

To replicate the success of the Griha Aadhar Scheme in other states, several essential steps can be undertaken. Firstly, states can establish similar schemes that offer financial assistance to homemakers, helping them combat rising prices and achieve greater financial independence. Secondly, it is crucial to make women’s empowerment a central objective, offering training and skill development programs to enhance their self-reliance. Lastly, a strong commitment to promoting local industries and grassroots-level businesses, in line with the ‘Vocal for Local’ initiative, should be emphasized. These measures can make substantial contributions to the well-being and economic progress of communities in other states.
